"Climate change will displace millions in the coming decades, yet existing legal frameworks offer sparse protections: the 1951 Refugee Convention does not recognize environmental drivers, expanded multilateral treaties are politically infeasible, and domestic legislation has been piecemeal and rare. Absent political action, advocates have turned to the courts to expand protections for climate migrants.
